You can't really say which products are the BEST, because everyone's face and eyes are a little different. But, there are lots of really good mascaras and eyeliners you can buy that aren't terribly expensive. One tip about buying mascara: the brush can be almost as important as the mascara itself in getting the look you want. So make sure you check the brush too to makee sure you like it. Two good mascaras are Clumps Be Gone: CoverGirl LashBlast Clump Crusher which is really inexpensive and is great at not clumping. The other is Clinique High Impact Extreme Volume Mascara which costs a little more but is fabulous

For eyeliner, I recommend NARS larger than Life. It's a little pricey, but it comes in fabulous colors and the pencil just glides on, gives enough play time to blend and smudge, and really holds for the whole day.

I've heard that Avon eyeliner won't run, and I use Maybelline mascara and it works great...hard candy is a really good brand too, and you can get it for cheap at Walmart.

Covergirl clump crushr mascara, he maybelline falsies and loreal voluminous in carbon black are awesome mascaras. Even covergirl lashblast (volume and fusion). For eyeliner that lasts all day i recommend is my jordana incolor fabuliner (liquid liner pen). Its easy to use and last long. There is a black retractable liner by black radiance that was good too. Its a must have for lining the waterline. I forget he specific name tho. Sorry. All of these products can be found at drugstorws like cvs, walgreens, etc.
