So I'm guessing that this is a one shoulder short dressy dress but not one you bought for a prom or something. So my suggestions are kinda dressy but not real formal.
One great thing about navy blue is a lot of colors and textures go with it. So it's hard to go wrong. I really love these slingback pimps and this handbag is mostly turquoise (for a little different color), but it has some blue to pick up the dress too. For jewelry, I'd keep it simple, gold or silver earrings, necklace, and bracelet. You want to call the attention to the dress which is the centerpiece of the outfit.
