to make your eyes really pop use navy or purple on the eyes,if you too worried about bright eye shadow try a navy or purple liner on your upper lid. Its subtle yet effective.
Also try a icy pink blush and lip. I always liked that colour on fair people.
But the most important thing is to wear what you are comfortable with and then start experimenting

I think the reason they are surprised is because you over do it.If you have that kind of skin then it should just blend with your skin,like a light brush up of foundation or powder.Some skin care online sites even recommend that kind of style.

What colour makeup should I wear?
I have hazel eyes, dirty blond hair, and fair skin. I don't really wear makeup, but when I do my friends are so surprised, so I don't really want to freak them out by going too bold, just a little colour.
