Just show him! If your friends hug a lot, give him a hug when you see each other, just don't hang off him. Let yourself lead the way by going and hanging out with your other friends, so he can do the same. But just keep in mind, yall aren't dating, so I don't know what would keep him from doing what he wants. You already act like he's your boyfriend by wanting to give him permission, so just watch yourself too!

Actually I want to pretend that I'm okay if a friend of mine (potential boyfriend) hangs out with other girls and people too. What can I do to make him feel that he's not irreplacable.
