You'll have to fill them in and reshape them.
You can do this a couple of ways that I can think of.
Finding some hair growth serum for lashes and eyebrows (i've heard latisse works if you can afford it) Growing your eyebrows out thicker, and then shaping them correctly afterwards.
or
Getting a eyebrow pencil or eyebrow powder and shape/fill them in the way you deem it fit.

My eyebrows are shortish near the inner corner of my eye, not the outer. Any suggestions?
