I am really skinny at the top. My arms are like sticks and my shoulders are bony and narrow. My waist and hips are small too. However, my thighs are really big. I do not eat a lot, nor do I have a lack of exercise. In fact, I exercise every day, but my thighs are still expanding. I can't find a pair of jeans that fit me!

Make sure you're doing more cardio than strength training. Strength training increases muscle, which will make your thighs bigger no matter how much fat is on them. Cardio will reduce the amount of fat your body carries and make you generally leaner.

Cardio is anything that can get your heart rate up for a very long time like running and jump rope. Strength training is weight lifting, basically.
