Make sure you're doing more cardio than strength training. Strength training increases muscle, which will make your thighs bigger no matter how much fat is on them. Cardio will reduce the amount of fat your body carries and make you generally leaner.

How do you reduce fat thighs?
I am really skinny at the top. My arms are like sticks and my shoulders are bony and narrow. My waist and hips are small too. However, my thighs are really big. I do not eat a lot, nor do I have a lack of exercise. In fact, I exercise every day, but my thighs are still expanding. I can't find a pair of jeans that fit me!
