How short are we talking?

Super short hair (pixie cut, "boy" looking): you could spike it. or maybe add a few waves. not really sure o:

Medium short (like down to ears)- I have this cut. I lovelovelove curling my hair. It takes a little bit of time, but with some practice it looks really cute.

Long Short (shoulder length)- You could flip the ends in or out. You could also curl it. Or just add some waves.

Just regular ways:
You could just add some highlights or something before. Having something new will make you feel confident and I'm sure people will notice and compliment you.
You could add a nice hair piece like a baret or hair band.
