Well, you're definitely right to not use liquid eyeliner since it will smear off into your eye as soon as you blink. So a pencil is definitely he best choice. And there are some that seem to work better than others on the waterline. But which one? Last winter, I did my two cousins' makeup for New Years and used Urban Decay Glide on pencils. Maybelline waterproof liquid eyeliner. I had the same problem you had, and that was my solution :-) Pencils especially dont work for me because they are prone to smudge, also because my eyes tend to get watery. Try that or any other breand that says 'waterproof' and it may work miracle. Good luck!

Ive never heard of a waterline eyeliner, but what i find the best is waterproof kohl pencil, most makeup stores sell them, I would go for Rimmell London, or Maybelinne, ive heard there quite good, hope this helps

I use Revlon ColorStay Eyeliner. It's not liquid, and it applies very easily. It does fade after a while but it doesn't smear from my experience using it. You should try it! :)
