Those stores do actually have some cute clothes. Kmart carries Selena's clothing line. Walmart carries some cute tees.
As for talking to your grandmother, I would tell her honestly why you want clothes and try to touch on the fact that your a growing teenager your maturing and you might occasionally need to get new clothes.
I can relate to not having much money. I would suggest getting things that you can wear a lot that are always on trend like a good pair of jeans a nice skirt ect. Try not to dwell on prices things that are on trend like a $40 tee of a boy band (ie 1D #NoHate)

I need some accessories for the new school year and I haven't gone clothes shopping in about half a year. My mom doesn't have much money, and my grandma once in a great blue moon takes me shopping at those places but do they actually have clothes in style? I also don't know how to convince my grandma in a sweet way that she needs to spend money on me, not in that way though. So thats part of the question.
