it's atomic turquoise from manic panic .
There is a yellow filter effect on that picture so it's also appearing more green/blue because o that filter . Google it for reference. Your hair has to be completely stripped of colour if you want a really nice turquoise colour . If you put it over brown hair, you'll get a green colour, and so on. I don't think it'll show on black, but I've only tried on Manic Panic colour so I can't say.

I really wish to dye my hair these two colors, I'm sure any black dye would work, but I don't know what type of blue dye that is? Please help if you know :/
