i think black eyeliner and nice red lipstick are the nicest. uv to be careful with blusher or anything with a pink or purple tone. with a red dress, nice tan and simple groomed makeup looks hot. if ur not feeling red lipstick clear gloss with natural lipliner mite look nice.x
dont put on alot of fake tan because the red in the dress will make it look orange
wear your hair down
grey/ black smokey eyes look brilliant and really stand out
only wear red lipstick if you're naturally tanned or very pale
dont go too heavy with coloured eyeshadow because it starts to look a bit like a clown
go with black heels and purse

If this is going to be a classy event, stay away from trashy makeup. You don't say what your coloring is - fair, dark, olive...that matters a lot.
Don't overdo both eyes and lips. Decide which one you'd like to play up and stick to it. Let's say you want to do a lightly smokey eye. Pick a crayon type shadow or shadow liner - they're very versatile.
Line your upper lid only with it, then smudge it up a bit into the crease - might want to practice this before hand.
At one time, L'Oreal made a smudge pencil - which I love but haven't looked for to purchase in a while if you find that, use it - a lovely smokey look.
Additionally, use a smallt amount of a light color, a cream or something complimentary to your skin tone on the brow bone to bring out the smoke look. Again, practice.
Leave your cheeks tinged slightly pinky but not really blushed up...more natural. Use a light gloss on your lips.
Also with your hair - don't overdo it or the cuteness on the red dress will be overdone by too much hair and makeup. Let your beauty shine through.

My friend is actually wearing a red dress to prom so I have been thinking a lot about this. What I have concluded is that classic make-up looks best. apply a matte foundation to even out skin tone. Make sure to apply it to the lids as well. Apply a light color to your lids (pale pink, champagne, cream, etc.) then apply a black shadow to the crease of your eyes outward towards the edge of your eye. blend the shadow in so you don't have a harsh line. also blend down to the lashline around the corner of your eye. Then apply a medium grey to the eye lid avoiding the inner corner. blend into the black. now apply a light shade of pink or cream to the inside corner of your lids. this will keep the eyes bright. apply a little light neutral color to the brow bone. for a really classic look apply a little black liquid eyeliner to the top lash line and a smudge of eyepencil to the bottom lashes. then apply two coats of black mascara. I recommend using a blush so as not to look too one-colored in the face. find a blush that looks good on your skin and with the dress. peach tends to be good with reds. also brick if you are olive skinned like me. a bold lip pairs nicely with a smokey eye. use a red brick color or other dark red, again depending on your coloring.
I recommend wearing your hair down also. some waves or straight would be best. too many curls can detract from the look.:D
