How can you make your hair grow evenly?

I think about a year ago I had bangs, and a portion of it still hasn't grown along with the rest. It keeps growing unevenly. How do I make it grow normally again? Is cutting it very short the only option?

I think yes..:( you just can't stop the longer sections grow slowers and the rest quicker. However, a professional hairdresser might help you....:) If you have a hairdo like on the picture it's pretty cool why would you want it uniform?
