thighs and butts are very HARD to loose. ususally leg lifts with high repition and low weight will help burn fat

i agree bike riding and swimming, running , or leg lifts can help losing weight on your thighs :)

I would do Yoga and Pilates to build long and lean muscles. Running can create more bulk muscles. I used to run varsity track and cross country and it really made my thighs muscular but... kinda thick and my calves too. Swimming is good because you are not using impact force just resistance so you can build also long and lean muscles.
