The ends of my hair bounces outwards like a hook, what do I do?

I want my hair to curve in but no matter how many times i try to straighten the ends, it always bounces off. I don't like it because sometimes one side doesn't and the other side does and it looks very weird. My hair is not layered but sometimes it goes like this: the most inner layer (closest to the neck), bounces outwards; the middle part curves in; and the outer layer goes out. What can I do to fix this??
