You could try going for a deep blue eyeshadow colour and put it on your top eyelid, then above the blue, put a gentle layer of silver eyeshadow. Blend it in from the inner corner of your eye, to your eyebrows (or lower if you want to). The apply some silver in the inner corner of your eye and bellow. This shall make your eyes stand out, so you dont have to put eyeliner on. Then, you can use some mascara, but not a lot otherwise it would be too much.

Go for your skin tone coulour foundation. Dont go fake. With the eyes, the best combination would be to stick with a natural look. Because you are fair skinned, I would go with lighter blue eyeshadow, and maybe some light blush.

Lips: go for light pink and glossy. this is a really nice look and for me, I like it the most.

I say Black, or Blue eyeliner! With sliver in the inner corners. For eyeshadow with blue eyeliner due sliver or a light copper or a charcoal grey(to tone down the blue a la the lady in the blue shirt in the pic below). With black eyeliner play with navy, sliver or sapphire! Look at the eye close up, it's just black liner and glitter navy shadow. :). Nude or pale pink lips definitely! A real light coral blush on the apples of cheeks( blended well you don't want a lot of contrast with the eyes). Add light silver or white under the brow bone to make the whites of your eyes pop.
