I couldn't find any online, but I found a picture of two people who did do that costume, maybe you could try making it. Buying some little things to contribute, you wouldn't need much! It would actually be quite simple but time consuming. Plan it out for sure.

but yea some green tights, and a black speedo

get a wooden M from Michaels or hobby lobby and paint it yellow. you can either staple a piece of yellow fabric to the back and it should stay

you can buy shells from hobby stores as well to paint purple or you can just cut some out of card stock or cardboard

i would look at some thrift stores as well for some sport shirts that were tight you know like body gloves or underarmor brand clothes the gloves look like something bought at a hardware store

the blue boots really look like a pair of boots wrapped in blue duct tape lol

the face starfish looks a lil hard but i think the best thing would be to go to the hobby store and buy a full plastic face mask (they usually have them in the sections with premade martygras masks, and just cut the nose and face to look like a star fish, you can buy some double sided sticky tape from walmart in the bra section that is suppost to help hold dresses up w/o wearing a bra so you know it'll be stronger or you can just use a stretchy string to hold it around your face
