It doesn't have to be all in same color(your outfit,eye shadow) but it should be in same tone,palate of color..If u go for way different color it would look tacky :)

I think your eyeshadow colour should go with the theme. Not the outfit colours. That way you're not limited, but it still works.

I think it depends. Like if you are wearing jeans and a shirt i think i simple eyeliner will do the trick. But a "hint" of the color on your eyes shouldn't hurt.
I think that an outfit and makeup combo is best for parties where you dress up imensely, then you can match.. Like if you are going out with friends to dinner, and let's say you wanna wear a blue dress, it wouldn't hurt to have blueon your eyes but since it is a night out, it would be a really dark blue, probably navy.

It doesn't necessarily have to match your outfit, but it shouldn't clash with it. Being too matchy-matchy is tacky. Instead, try going for an overall look. Do you want to be flirty, dramatic, simple, etc. When in doubt, choose neutral colours. If you want a hint of colour, a dark coloured eyeliner that compliments your eyes might do the trick rather than going all out with the colour. This is especially good for your everyday makeup because it's quick and inexpensive.
