well, white eyeliner (eyepencil) is always a must when you want to make your eyes seem bigger. same goes for some light eyeshadow colors. saing your eyes are brown, I would suggest soft pink eyeshadow, or blue-ish. purple is also a nice one but be careful to pivk the right shade cause you made end up looking like you got smacked in the eye. and be sure not to circle your eyes with black eyeliner because it will make your eyes seem smaller.

I also suggest curling lashes before applying the mascara. and don't overdo the mascara cause you don't want your lashes to be all stick up together. also apply some mascara on bottom lashes. I avoided mascara there for some reason but then I actually saw it makes me look hella better. :D

and oh, about the white pencil/liner w/e you want to use (if you're a beginner I suggest soft pencil)-you can try applying some of it on inside corner on both of your upper and lower lids.

hope I helped (:

white eyeliner definitely but don't overdo it or you'll look not so great :S

also falsies ( upper and lower lashes, help to enhance the eyes) I'll post another pic so you can see

even if you don't use white eyeliner, a peach coloured or golden coloured eyeshadow or eyeliner applied near the tear ducts (bottom only i'd suggest) will open up the eyes (may be applied in the inner lining to give a more opened eye look but from what i've seen i wouldn't suggest it)

glitter also helps because it reflects the light which gives your eyes a brighter look.
