When i dye my roots blonde it always shows the line of where i died it.. What should i do?

when i dye my hair, i only dye my roots because dyeing your hair blonde can obviously cause it to fry or be extremely damaged. I use tin foil (the ones from sally's) is this causeing it? or it it because of im only dyeing it in lines.. each time i dye it its a different color almost (different shade). sometimes it looks as if i have highlights and lowlights. I dont like it, i really would like one color. but i cant dye my whole head of hair either.. ive also been told it can be your water can cause and "orangy" cast. I am the one on the far right (in the picture), also i use 12 g clairol, i just keep it on longer because i cant use the 12gn which is a lighter (whiter lift) does not look good with my hair looks more "white white". Any tip/tricks would help thanks :))
