In doing a top and bottom color, how do you decide where to divide the hair, I would like to do blond on top, and a very dark brown on bottom.

What's the highest volume peroxide for lifting hair?
I have a customer with very dark brown hair, she wants the top of her hair bleached out the lightest it will go, I can't find a peroxide over 50 volume, that want burn the scalp, I'm a Hairdresser, but don't have any information on how to get dark brown hair to go blond, can any one help?
