Basically any girl can be a model, depending on various questions, the extent they work to pursue it. This is a professional job, so you can't just go in with pictures that are edited like you have edited 2/3 of your pictures.

How tall are you? (The most important information it seems)
What KIND of modelling to you want to do? Editorial? Commercial? (your height may be a factor)
Do you have unedited , little-to-no makeup pictures in natural light ? (I'd recommend that you get someone to help you take those or get a tripod so that they are extremely clear)
Do you have a professional portfolio? (Not required for agency submission, but helps)

Make sure you have other talents, hobbies, etc as well.

Every Agency has requirements. For example,
IMG models has requirements that are:

Ages 14-15: 5'7" or taller
Ages 16-21: 5'9" or taller

Please provide Snapshots/Polaroids that show very clear headshot and full length images.
No makeup, shot outside with natural light and in a basic color top and bottom.

The size of both photographs must not exceed 2MB.

So you will not be able to be a part of that agency as of yet, because they only go as young as 14.

Basically, you should research any agency before submitting to them. Every agency *should * have a website that'll have their requirements and what types of images they want from you to be submitted . Don't join anything sketchy.
