You have to take care of it. By that I mean minimize shedding, damage, or dryness.
Minimize shedding by adding protein. The hair is made up of keratin and so hair masques containing keratin or any sort of protein will help. I'd say you should do that about once a week.

Damage wise, stay away from heat and bleaching , at least until it's where you want it to the end, those will only make it harder for your hair to grow unless you're willing to invest in more products to maintain it and keep it from drying.

Dryness wise, it's best to keep it conditioned, a leave in conditioners, a hot oil treatment, etc should all help. It'll add more elasticity and reduce damage, and thereby reduce shedding as well. Conditioning the hair is probably the most important thing.

I also suggest taking vitamins for your hair like biotin, N-AC , or MSM. These have been found through scientific study to increase hair growth (although not only on the head xD ) I'm not exactly sure of the mg amount they suggest you take so you might have to do research for that.

In terms of shampoo and conditioner, avoid using ones with sulfates, and look for ones with ingredients that is nourishing to the hair. Mane n Tail has worked for a lot of people because it contains a lot of ingredients said to nourish the hair. But simple shampoos/conditioners with the right ingredients should suffice.

Those are pretty much the basics and if you can manage getting them down you're hair should start growing unless the follicles are in a 'resting phase', which I doubt.

Sounds weird, but apparently hair grows faster in the Spring time, so it'll probably be a bit longer soon! Hang in there! :)
