Lowlights are just the opposite of highlights. Instead of being lighter than your hair color, they are darker.

here's a good example of blonde hair with highlights and low lights

yep, for example if you have brown hair and put in some black....or you have blonde hair and do a darker blonde/light brown...that's consider low lights because it's 'lower' than your hair colour.
