For some reason, the link didn't work so I couldn't see the dress. But, in general, almost anything can be altered, but it can become pretty expensive. I took one sewing class on the topic of alterations, because it does require skill to do it. You're only talking about two sizes, so that's a plus.I don't think the sequins should matter much: a good seamstress can make it work. The only thing to worry about is that alterations are can become expensive, maybe making the dress too costly. Are you thinking of buying it in a store or online? If it's a store, you can get the estimate for the alterations before you buy it. But if it's online, you're kinda stuck with it. So if you're buying it online, I'd show the picture to a seamstress (or seamster xD) before you buy it.
