First off your dress is gorgeous.. I think you should go with something elegant like your dress.. maybe a thin "layer" of dark blue eyeshadow(sorta like your dress), dark blue or black eyeliner, you could maybe use a red lipstick or lipgloss but I would suggest something more like a lighter, neutral lipstick and on it a shiny colorless lipgloss... maybe? lol someone will be more suitable to answer this better.. I tried.. lol *__*

I always like going for a natural look.

Of course start with the basic- Cover up, foundation, finishing powder

Maybe some light pink blush.

Then layer your inner upper tearduct with black eyeliner. (Gives the apperence of bigger eyes).

Then put some black eyeliner on the your top lid. (sounds a little confusing-I'll put a pic.)

Then your inner lower tearduct put some white eyeliner. You can try some false eyelashes and coat them with masscare. Or get some really good masscare and just use that instead of the falsies. As long as your eyelashes look long and thick. Then finish off with a nude lipstick.

*This may...not work for you, because everybody is different and what might look good on one person may not work for the other.

*Just experiment and see what works best for you. I'm not the best with makeup when it comes to "Important" occasions. :S

Your a very beautiful girl and it dosen't look like you need much makeup. :P

Remember to play up your best features. (lips, eyes, etc.)

....and wash your face everynight to prevent sudden breakouts.

Natural all they way! I wouldn't go any harsh colours on your eye's because that would take the look off your dress.

go for a natural look

foundation, alittle blush

mascara and a little liner

one key essential -- red lips! I think you'll look extra gorgeous in that dress if you put on 1950's pin-up girl kind of make up. Flawless face, shaped eyebrows, curled lashes with lots of mascara and sexy red lips..
