The last Answer was really unclear due to the grammar, but I would say that if you want glowing skin, you should exfoliate regularly. How often you should exfoliate depends on your skin type. If you have sensitive skin, you should make sure not to over exfoliate.

Exfoliating will certainly help, as daft as it may sound plenty of fresh clean air will work wonders, it oxygenates the blood and makes your skin flush slighly. Plenty of water will also help to flush away toxins that can cause a dull apperance. If you use toners you could also try swapping to a more natural one such as rose water. It worked wonders for mine but does take a while before you notice the difference.
