Among other things (bloating, cramps etc) unfortunately, we girls look a lil less foxy at that time of the month as we lose a fairly substantial amount of blood and nutrients. Lack of sleep also robs you of that glow, so make sure you get enough. Don't flip out though, those bags and dullness can be reversed by giving yourself a break, resting and eating right. Supplements also help, especially ones with iron and b vitamins. And for now, a good concealer and some blush won't hurt. :)

If you not drinking enough water it could be a possible cause, as well as lack of sleep. It could also be genetic. During your period your nutritional requirements differ and maybe you are lacking a certain vitamin (Iron for example).
To help with the eye bags, drink a lot of water, sleep and also use a concealer (a red based one).
As for the skin, exfoliate your skin twice a week and use a brightening mask once a week (yardley makes a good one). Also steam your face before applying the mask
