Okay now to the point, when would the best time to ask for facial piercings and how do i come about that?

I think that any time is as good as any other. Just tell them that its your body and you feel like you should be able to do as you wish with it. Your not harming yourself and if it doesn't turn out right you can always take it out and it will heal over.

sounds like a good deal to me. let them know you would like the piercing and tell them you would like them to look at some of the pictures with you and look into some of the places that would do the piercings

this is something you'd like them to be there with you but you know you want the piercing.

it's affordable and as the girl below said it is removable if you ever need to make a change

Just be prepared for the inevitable and typical parent reaction... they may have changed their attitudes but that might not mean they changed their moral values on what they want their child (you) to live up to. If they don't like piercings on other people, they won't want it on their own kid.
