You should check out Panacea's tutorial videos on youtube. She has a wide variety of makeup looks. And alot of bright/ colorful yet really cool ones as well.

I'd say pink eyeshadow to contrast against the coontails, and black eyeliner making cat eyes with rose blush and sheer gloss.

Right, you can either go for, bright eyes or dark eyes. I think bright eyes are great, so like bright colours on your lid or all around your eye. But dark, like black, it contrasts well if you have pale skin, but not too much seriously dont want to look like a racoon, you can do flicks in the corners of your eyes like Jessie_Elisa said, because they work well with the new hair and style. :) go with your personality, colours you think suit your personality should always suit your style, just dont go overboard :D
